The easiest free option is Caster.fm:
- Create a free station.
- Upload music or broadcast live.
- Copy the provided Icecast stream URL.
- Paste it into Up2Stream’s Open Network Stream.
Its free plan currently advertises up to 400 listeners at 96 kbps, but the public radio page includes ads.
Alternatively, AzuraCast and Icecast software are free and open-source, but you need a computer or server running continuously. A cloud server normally costs money; running it on your own computer or Raspberry Pi can avoid a monthly hosting charge.

One important issue: broadcasting copyrighted commercial music publicly may require music-licensing payments, even when the streaming software itself is free.
